That is what lets a box this size stay rigid when it is full and when someone leans on the lid, which on a touring machine happens often enough to matter. Fitting takes about thirty seconds. Four fasteners drop into the holes in the box, the box goes onto the luggage area, and you push it down; tighten by hand if you want it firmer. No tools, and the rack is clear again just as quickly.
